Text box takes more space than outline in Indesign

I must have unknowing changed a setting. A text box is larger than the text box outline. When I place a text box to its outline near the other object, it covers an image or another text box but is larger than the text box itself. In the image you see the 'extra' text box size slicing trough the image above and into the text box below.

I never did figure out what was happening. I deleted the project and created a new one and did not have the same issue. I consider myself a novice user, and apologize if I used terms that didn't fit into the Adobe meanings of certain terms like 'outline'. I meant that the text is contained in an 'outline', defined as a set of lines enclosing the text. Like I said I am a novice, I have used InDesign for about 10 years, creating a monthly newsletter booklet, flyers, and other items.  I suppose the proper terminology would have been 'frame'.

What di you mean with outline? Did you make your text to outlines? This should never be done in InDesign. 
You made several returns without text. This is another no-go in InDesign. 
What do you want to get??

Do you work with paragraph and object styles? You must do it.
