Text columns are not aligning, starting on a particular page and the columns are not balanced.
Here is what I have:
Balance Columns is checked for both in text frame options.
Align top is checked.
My First Baseline offset says Ascent and 0.
I have tried different settings in Baseline Grid, but not sure what to do and nothing has helped so far.

Did you try turning off
1. "Only align first line to Grid"
2. Turning off "Align to baseline grid"
and then using balance columns...
Then turning on
1. "Only align first line to Grid"
2. Turning off "Align to baseline grid"

Yes, thanks. And also I had to make sure that all the text had the same Paragraph Style!!

No, that is not necessary. You can set different paragraph styles to align to the grid.

To get reliable results from Align to baseline grid, do the following:
eg: 10 point will give a default leading of 12pt (120%). So, if you're setting up a subhead, make it a subset of 12. eg 18 or 24 instead of 19 or 20.

As far as I see, you use for each column a different teext frame. The function to balance text columns works only, if you use text frames with multiple colums.
To align text in all columns use align to baseline grid as part of the Paragraph Styles.
