Text Frames not Staying with Margins

In CC 2019 when you apply a master page the text frames that are currently on the margins do NOT stay with the margins, making useless (in my opinion) a significant advantage to being able to change a layout by applying a master page. This is already documented here, third from the top, it worked correctly in CC 2018.

Having a major feature like Layout Adjustment not working properly seems like a pretty big deal, something I would think Adobe would want to fix right away. I poked around on the page referenced above but didn't see a way to message anyone as to when this might be addressed. Is there a place to find out when this might be fixed?

Thanks for listening to me whine and please up-vote the the problem on the page referenced above if it's as much of a deal-breaker for you as it is for me.

    Only primary text frames will reapply to the layout if you apply a different master with a primary text frames. All other frames adjust only if you change an existing layout by changing paper size and borders.

    Willi, primary text frames only work when the both masters have a primary text frame and it should work whether the master being applied has a text frame on it or doesn't, like previous versions of InDesign.

    You CAN add a text frame to existing masters and designate it as the primary, then at least THAT one frame on the page stays with the margins of the newly applied master. But that doesn't answer the problem of other things snapped to the margins. I also don't want to have to go through all the 50+ designs we have in place adding text frames to the minimum of 3 masters each each design, though that COULD be scripted.

    This should, as I think Adobe has acknowledged, be fixed. Can't be fixed fast enough for me.
