Can you provide some detail about what you are trying to do, and what is, and is not happening, when you do it?

Are you sure that the appropriate Parent Page is applied to your document pages? Do you have a Primary Text Frame on the Parent Page? A Primary Text Frame will show the icon as shown below when it is active:
