I'm trying to add effects to selected text. (Type on a path text)
The stroke/fill boxes will swap positions, but the stroke box is inactive. There are 4 question marks in the corners of the icon. What does that indicate? I just want to add a bevel/emboss effect to the selected text.

But the question marks have nothing to do with Bevel and Emboss not being available. Effects are handled at the frame level. Select the frame and open Window > Effects and apply your B&E settings. Note that it is added to the text as a whole, so it will look different on the text with a thick stroke vs text with no stroke. You will need to put text that needs B&E in a separate fra

The four question marks are because some of the text already has an stroke, and some does not.

That doesn't look like text on a path; nor would it need to be. Those question marks appear in the Stroke proxy whenever your selection contains mixed states of Stroke. Nothing is "inactive;" you can still apply a Stroke color and it will affect everything selected.
