The InDesign2023 opening screen is baffling.

I recently had an enterprise version of InDesign 2023 installed on my laptop PC at work. When I launch the application, InDesign presents a cryptic animated screen (see attached screen grab) that is unresponsive to my attempts at activating any of its tools, which by the way are partially obscured. When I attempt to launch work that I had used  InDesign to design, get the same opening screen instead of the first page of the design work. I'm baffled.

Although I am an experienced user of InDesign, I cannot figure out how to use it now. Please advise.
