I'm working on a photo book for 2019. I still have the one I created in 2018, and would like to use the same paragraph styles. So I have created a style sheet for the photo captions, which are 24 points.
I'm trying to test it out by changing fonts on then trying to apply it. However, it either 1) doesn't change the font to the designated paragraph style; or 2) changes it to the correct font, but 18 points instead of 24.
What am I doing wrong? Thank you!

Click an insertion point (Type tool) in the text and click the pilcrow (circled). What does it look like now?

Here are some things to check:
If you don’t see it, post a screen shot of your Paragraph style definition. Use the big blue Reply button.

OK, I found that there was a character style, so I deleted it. My style sheet worked at that point, so far as going to 24 points.
Then, I tried changing fonts, to test it out again. Whenever I do that, the little plus sign indicating an override appears next to my style. I am able to remove the override, but is there a way in which I won't have to keep removing ovverrides? Thanks!

I’m glad you found that the Character style was causing the issue.
The typeface and typesize should be part of the paragraph style, not an override. There are a couple of approaches:
I prefer method #1: make a local change and redefine the style.

I really don't know what's going wrong. I've tried both methods and the same thing keeps happening as before, including that little plus sign reappearing.
EDIT: I think the problem may be in the old document. I opened my new document,and it works just fine.

Can you show a screen shot with your cursor in an appropriate paragraph and the Paragraph styles panel open?
Use the big blue Reply button at the top there will be a widget at the top of the window to attach an image.

It's okay if you don't know the terms, but "links" are what you see in the Links panel — links to the images, pdfs, etc., that have been placed in InDesign. "Threaded" is when the text flows from one frame to the next. You can't select text that's not threaded and is on separate spreads.
One thing that will help is to temporarily enable the Style Override Highlighter in the upper right of the Paragraph panel [+]. It will highlight text with overrides in cyan and the highlight will go away when the overrides are clear.
