Unable to Move Lines in Adobe InDesign Template

Question

I'm trying to move the lines above experience and education in this InDesign template I downloaded. The template is  File #:  236511150 on their stock website. The second image is of the master page where these lines do not appear. I have also included the layers panel, where only the text on the page is listed. I am unable to "unlock all on spread" or move them after clicking "override all parent page items". I'm stumped, thanks for all potential help!

That is most likely a paragraph rule. You can find it (and turn it off) in the Paragraph Rules section of the Paragraph Style. They're not selectable as graphical objects - like an underline, they're textual features.
