I set the text align to the left, but the word “and” could surely fit in the same line with the word “preservation”, but why it is rather moved to the next line even the word is short? It makes the right part too empty… it is normal? How can I fix it? please help!

Is it possible that you have turned off hyphenation?

yes, i turned the hyphenation off. so if i turned it off, the weird space will always appear?
the word "and" or "fish" is such a short word, why it will go next line? if it is too long ,then i undernstand will go next line ,but these are short...

Might be a combination of that and what Scott mentions below.

You can find that in the Paragraph Panel

Other factors can be using Balance Raged Lines or the use of forced line breaks (turn on Type > Show Hidden Characters).
But most likely you are seeing the results of Adobe Paragraph Composer. Turn this on and off in Justification in the Paragraph panel flyout menu. Adobe Paragraph Composer (APC) uses an algorithm to produce what it thinks is pleasing spacing and rag.
Notice the large gap at the end of the third line in the second example. APC tries to reduce large gaps like that by adjusting spacing throughout the paragraph. This is why "and" is pushed to line 3.

If you place your cursor in the text frame, click the burger icon in the top right corner of the app and go down to justification as well … or use the shortcut CMD/CTRL + ALT/OPT + SHIFT + J
