When working on a brochure how do I keep the spacing at the top of the page the same for every page?

Work with the visual aids visible. Set your margins on the parent pages for all of the body pages and enable guides and frame edges and snap your frames to your guides. That's what they are there for.

 

Since none of yours are showing and you don't seem to be familiar with them, I'm guessing you are in Preview Mode. Start with View > Screen Mode > Normal.

If your layout containins running text, where the copy runs from one page to the next, set up your document with a Primary Text Frame in the New Documents window. Because this text frame is on a Parent (Master) Page, it will start at exactly the same place on every single page the Parent Page is applied to.

The other possibility:

If there are double carriage returns to create the space between the paragraphs instead of a properly defining the spacing in a paragraph style, you will sometimes get the scenario of one of those paragraph returns falling at the top of the next page, causing it to "appear" to push the type down.

To check, turn on the Show Hidden Characters under the Type menu.

If so, remove the double returns and redefine your paragraph style to add the space instead.
