I've found links on adobeprelease.com to very old versions. The most recent version there is 2020 (4 years ago). It provides only an Intel binary that won't run on Apple silicon Macs.
Where is the current installer?

The IDS has moved to Admin Console now. Please refer the following article

Thank you. I *do* have an account and access to the Admin Console, it just does NOT offer me the documented way of requesting the IDS installer download. Somehow my account is not provisioned for that. The article you provided is from 2020 - is that still the current process? It suggests I need to email a request to the CC Exchange Help Desk at ccxchng@adobe.com - does that seem correct to you?

A bit more information: my Admin console doesn't even show the Packages tab on the top nav. However, I've checked with a colleague who has his own Adobe CC All Products licenses in his account. His Admin console *does* show the Packages tab, but it does *not* offer the InDesign Server entitlement as described in the article you linked. (note: the UX is different now not surprisingly but the overall content is similar). There is apparently some undocumented way to provision an account to be able to download IDS. Do you have any suggestions about who I can contact for more information?

What type of license do you have for the IDS> Previously if you were part of prerelease forum you got the access to IDS for development purposes. However, now you need to first get an approval for a development version by sending an email as described in the linked article or purchase a license and then you shall get the access to installer package on the Admin Console.

Correct - I need a development license. We do not have one yet. My full query has 2 parts: 1) where is the installer and 2) how can I buy a license. The article makes it sound as though they are 2 separate activities but it now seems like buying the license is required *before* the Admin console will offer the IDS entitlement.

Yes, you would need to secure a development license before you can get hold of the installer. Proceed as per the instructions given on the blog to get the development license.

This is resolved. I now have both the development license and the latest IDS installer. I have it running at the moment locally on my Apple Silicon MacBook and it seems fine so far. The resolution was that I was *eventually* (after literally 9-10 referrals from one Adobe contact to another) to Adobe Direct. There, the rep was able to "reprovision" my account into the "VIP" program (not sure what that means, but it seemed to be a requirement). Once that was done, he was able to 1) send me a quote, 2) sell me the license, 3) add IDS to the products listed in my (new) Admin console). With that taken care of I was then able to build my own installer pacakge as is documented elsewhere. In hindsight, if somehow I had been given the hint "contact Adobe Direct" (that's a group - not "contact Adobe directly") I think my problem would have been resolved more or less straightaway. Thanks for your attempt to help.
