Why are Endnotes overset?

Indesign CC 2018 on Windows 10

If I place a Word doc with endnotes only the first page of the endnotes are placed. All other endnote pages are overset. This happens with all Word docs. I have tried various import options but the endnotes will not place fully.

I have trashed my preferences.

Anybody have this problem?

Hi,

You can click the overset symbol of the endnote frame and then place the overset text using shift+place.

Yes I'm well aware of that but want to know why it is overset in the first place.
