Why do Tables expand opposite to direction I'm scaling them in?

For example, if I want to wider the column on the right (below). The table grows out from the left hand edge (red arrow).

 

Probably super obvious, but driving me crazy!

My guess is that the paragraph it's in is aligned to the right.

Nope, already checked that. The table just always expands from the left hand edge no matter what column's width I'm trying to resize.
