Can Place CC libraries

I keep having this issue with Indesign with every uprade and i just wish it would go away because it causes so much slow down. The Issue is that when i try to place a cc library (

Either the file does not exist, you do not have permission, or the file may be in use by another application)

Can someone please help me with this?

You don't place CC Libraries. You place assets (for example, a graphic) that are in a CC Library). With Graphics-type assets, I right-click on the asset and either choose Place Link or Place Copy

 

You'll then get a cursor to place the graphic. If Linked, you'll see a link to the asset in the library. If Copy, there is no link; it is independent of the library.
