Help! No matter what Baseline grid is not showing indesign cc

Ok,  I'm NOT a newbie to Indesign, or any of the other Creative Suite applications,  but maybe I'm missing something.

In Indesign CC  my basline grid is not showing...  sometimes it shows up sparatically.

I use the quick keys to access - not showing.

I use the menu item "Show Basline Grid" - it won't show.

I deselect grids in back in my prefrences - it's still not showing.

What am I doing wrong?  Can someone give me some insight, as this is really annoying.  Just another item in a long list of CC short comings.

On the documents where the threshold is 75%, zoom in to 100% and look for the grid. It should be there.

On a new document, set the threshold to 5% and choose fit in window. There should be no grid.

Also, make sure the color is light blue.

And make sure the grid size is something small like 12 pt and not 12 Inches.

And make sure the Start is at 3P and not 24p.

And make sure Grids in Back is not checked. You might have an element of color or an image that is hiding the grid.

I will say this....

I've noticed when I start a new document from a default preset, like standard 8.5 x 11, it shows.  When ever I create a custom document the baseline grid will not show.

You can set the Threshold as a default for any new document if you close all documents and set it in Preferences > Grid.

Not an idiot.

View threshold is confusing. I have to think carefully which way it will turn off the guides.

BTW, there's a view threshold for Ruler Guides but it's under the Layout menu.
