how centre U+05B8 below U+25CC?

There is,

- on the right, U+05E1 HEBREW LETTER SAMEKH, U+05B8 HEBREW POINT QAMATS

- on the left, U+25CC DOTTED CIRCLE, U+05B8 HEBREW POINT QAMATS

in this screenshot. Both times the same font (SBL Hebrew) and type size are used.

U+05B8 is a nonspacing mark. My question is how do I have it placed centred below U+25CC (the same way as it is centred below U+05E1)? I tried applying negative kerning (and tracking), without success.
