How to make 2021 default to Inches on new documents

Just upgraded to 2021.  When I create a new document, I select Inches as my unit of measurement.  Its also set in my preferences/units and incriments as inches.  When I create another new document, it still keeps defaulting to Picas.  How to I permanently change this to stay at inches?

Select inches in your Prederences with no document open.

All preferences set without any doc opened are stored as the defaults for all new documents.
