P: Map module's Set All To The Same GPS Coordinates doesn't work

In the Map module, right-clicking a zoomed-out map bubble for multiple photos and doing Set All To The Same GPS Coordinates doesn't work. To reproduce:

1. Drag two photos on the map very close to each other.

2. Zoom out until there's one bubble that includes both photos.

3. Right-click the bubble and do Set All To The Same GPS Coordinates.

4. Zoom back in and observe that the two photos still have different locations.

5. Click on each photo in turn and observe they have different GPS coordinates in the Metadata panel.  (And observe that the bug displaying multi-line fields in the Metadata panel is still unfixed after a year.)

Updates to the Adobe Photography Products were released today and contain a fix for this issue. Please install the update via your Creative Cloud Desktop App or your respective App Store. 

Note: 

You may need to refresh the Creative Cloud App for desktop software to show an update available.  ([Ctrl/Cmd]+[Alt/Opt]+ [ R ])

For Mobile downloads, it may take several days for the update to appear in your respective App Stores.

LR 11.2 didn't fix this, unfortunately. (I thought I verified the fix, but apparently not.) In both LR 11.2 and 11.3 (Mac), when I right-click the bubble in step 3 of the recipe, Set All To The Same GPS Coordinates is greyed out:

I retested this on 11.3.1 on Mac and Windows, and it's still broken (but the bug is still marked Fixed?).

LrC is treating these as same coordinates. You can see the icon is not of the cluster of nearby photos but group photos at same location. See attached screenshotI am able to reproduce this on 11.1 as well.
Following GPS values it is reproducible
12°56'37.0729" N 77°41'49.6723" E
12°56'37.4582" N 77°41'50.0158" EAs soon as the difference between the coordinates is little higher, LrC treats them as different and option is enabled.
Not sure if this is a bug or as designed."

Some experimentation confirms the threshold distance is 1 second of great-circle arc distance, which is a little more than 101' (30.9 m).  If that's as-designed, what's the design rationale for considering locations 101' apart as "the same"?  101' is more than three times the accuracy of typical GPS chips.

More generally, what's the design rationale for having any threshold at all?  Why shouldn't the command always set the photos to have the exact GPS coordinates?  

Here's what 101' looks like (hardly "very close together"):

Use cases for Set All To the Same GPS coordinates setting these two photos to have the same coordinates:

- Both photos were taken from the boat dock, one with a DSLR (no GPS) and one with an iPhone. The user dragged the DSLR photo to the map and now wants to correct its location to that of the phone.

- Both photos were taken from the boat dock, years apart. One was taken with an iPhone, and the other was geotagged many years ago with a tracklog from a Garmin wrist GPS that had mediocre GPS accuracy.

The problem also occurs with LR 8.4.1 / Mac OS 12.3.1.

I do geocaching and other GPS stuff and citizen GPS accuracy in the USA is actually less than 10 feet so 100 feet should be addressed with a fix.
