I ave a four year old desktop and running LR classic subscription, wondering if my desktop specs are still good for both LR & PS.

The specs looks ok. I would recommend a SSD drive for operating system anf the applications.
I've been using a GTX 1050 Ti and LR and PS run smooth.
As @GoldingD wrote yopu should make sure the you're using the actaul drivers for the GPU

Why do you ask? Are you experiencing any particular problems with Lightroom Classic?? If so, please be specific.
I had an i7-8700K which worked fine for my purposes.

The reason I asked is that tech is changing rather quickly and also when using LR mask. After making a mask and try to add or subtract from that mask very slow adding or subtracting.

Have you tried changing the settings to the "Use Graphics Processor" option in LrC, to see if one of them works better?
It could be as simple as that, with no computer upgrade needed.
