Adding graphic elements in LR classic

I'm usiing the latest version of LR Classic in Windows on a Surface. I want to add graphic elements inside the body of a photograph that I'm editing. It isn't a water mark or a logo but part say of a warning sign like a exclamation point so I would copy from a Jpeg. Can this be done in LR? If so I'm not finding tutorials and fear I am using the wrong vernacular. Is LR the right program? I will not use Photoshop so if it isn't LR and can't be photoshop what program should I be using?
