That's great! For future reference you can find the location of your catalog by going to the very top menu, the Lightroom Classic dropdown -> Catalog Settings and the top line will be location.

I'm out of ideas. Go to https://feedback.photoshop.com and report this issue there. Of course you can link to this forum so you do not have to repeat everything you said here. This is a user-to-user forum, and Adobe technical staff does not often read this. The other forum is the official forum for complaints, problems and feature request. Adobe staffs reads that forum, so perhaps they have another suggestion.

You could try one other thing: It's almost like there is an invisible cache folder that chokes Lightroom each time, because again your screenshot does not show any previews cache. So try this. Rename this 'Lightroom' folder in your 'Pictures folder and then repeat the procedure. Lightroom will then not only create a new catalog, but also a new Lightroom folder.

Sounds like this is either a problem of the catalog itself, or of Lightroom itself. First try what happens if you create a brand new catalog. Move all the files out of the Lightroom folder. Then start Lightroom (from the Taskbar or from the Adobe CC app, not by double clicking a catalog file!). Lightroom should now give you this error because it can't find the catalog.

Click 'Use Default Catalog'. That will create a brand new catalog with no images in the Lightroom folder. If you do not get the dreaded 'previews cache' error next, then the problem was in the catalog file somehow. I have a suggestion on how to try to salvage the old information in that case, but let's first see if this is the solution.

If you still get the 'previews cache' error, even with a newly created catalog, then the problem must be in Lightroom itself. Uninstall it and then reinstall it.

Force quit Lightroom. Then delete the preferences manually when Lightroom is not running.
