Anyone recommend an inexpensive laptop that will run Lightroom Classic.?

Agree with @dj_paige. Also, you didn't indicate what you consider affordable.

Some things to consider:

• Take into account if you are going to run other programs at the same time. If you are going to launch Photoshop from LrC then you need to increase your memory.
• Check the 'recommended' system requirements for LrC then consider increasing them since over the life of your laptop, Adobe may increase the minimum.
• Have a look at some of the hardware specs for LrC that Puget Systems has developed for additional insight.
• Pay attention to the quality of the display since that will determine how well you can manage editting.
• Gaming laptops may fit the bill

So sorry, no recommendation.

In my opinion, the word "inexpensive" in the same set of criteria as "run Lightroom Classic efficiently" is a red flag.

Maybe, if you camera takes small size images (in megapixels, not megabytes) and you have a 1080p monitor (not larger) and you don't do a lot of local adjustments, and you don't need to process hundreds/thousands of images in a hurry, you will be fine. Yes, this inexpensive laptop will run LrC, probably slowly.
