The Basic panel (which does global adjustment) has always sat underneath any local adjustment options. There has never been any panel labelled "Basic" inside the masking module. The new interface shows collapsible sections for the adjustments within the masking module and the top one (named "Tone") contains the local Exposure etc sliders that one might think of as equivalent to Basic. That section may be collapsed, in which case it just needs to be opened up by clicking the arrow:

but the Basic panel continues visible below, continuing to offer global adjustment that can be dynamically balanced against the effects of local adjustment.

There is one other change: when entering Masking on an image that has not yet got any masks present at all, both global and local adjustment options are temporarily suppressed until some choice has been made of what KIND of mask is to start things off. As screenshot below. The moment some choice has been made for that, the full masking interface appears and the other (global) panels become visible again below. Otherwise, cancelling out of masking mode while LrC is showing this prompt will bring all the normal panels back.

Is this it? You want to click on the little triangle.

Why would you attempt applying basic panel mods if you have a mask up?

Fairly sure this is by design.

Close the mask panel, then use the basic panel.
