I deleted the folder Creative Cloudes Libraries, and reinstalled Creative Cloud desktop app, and did the setup over again, to no use - same error.
The strange thing is that Lightroom (cloudbased) could be installed without any problem.

Following was not it, reply condensed as to take up less scroll space.

Wondering if something is wrong in the settings, the preferences in your running copy of Adobe Creative Cloud Desktop App. Bring the Adobe Creative Cloud Desktop App up. And bring up the Preferences. And Then in that, the Apps, and scroll down. And notice in the Installing section, the location. Default normally would be the case and fine. If it states F, then fine. Clicking on that edit icon, the pencil will present you with a select folder screen, and you could then select C. Naturally MACOS will differ.

I am answering on behalf of theauthor, because I have assisted in installing.

As you can see from the post:

  • This is a pc with Windows 10.
  • The installation destination is C:\Program Files\Adobe (sorry for the misspelling in the thread)
  • Lr install successfully

Also notice this. The destination was changed from default to C:\Program Files\Adobe after the first time showing Exit Code: 189.

This laptop has resently been to a pc workshop, where a new C-drive was mounted. The original C-drive is now E:, and the 2 Gb HP_TOOLS is F:\ The F: partition is not something to mess with, because it holds recovery information and bios data, and I can not see why installing should use it.
I have searched Windows registry to find traces of why the Exit code is pointing to F:\, but F:\ does not exist in the registry.

Since the Exit Code only occur when installing LrC (Lr is installed), I posted in this forum. I noticed that the category is Discussion, but it should probably be a bug, may be under Creative Cloud desktop app.

Arnold Hoddevik

Following reply may have not been considered, but I have left it in as a possibility for similar problems.

This laptop has resently been to a pc workshop, where a new C-drive was mounted. The original C-drive is now E:, and the 2 Gb HP_TOOLS is F:\

The other side to the equation, is what about the Windows OS. Is it for some reason identifying the wrong drive as the /System/Primary Partition/??

What is showing up in Disk Management?

like this:

Another possibility, a registry setting pointing to F not  C

some Discussions:

Oh and in that vein, this one:
