Can’t ‘edit in photoshop 2022’ from LR

The usual right click and 'edit in photoshop 2022' option results in photoshop just opening and remaining on a default screen. The 'open as a smart object in PS' works, but then I can't 'save' the image, I get the following dialogue:

Do don't have install the latest updates.

Please install the recent update to Lightroom 11.3 and Photoshop 23.3 and then try again.
