Buying Lightroom CC via the Creative Cloud Plan (in your case) is something you should not do because Lightroom CC won't run on Windows 8, and the Creative Cloud Plan does NOT include Lightroom Classic CC (which is what you want).

If you had the trial of LR Classic CC (which will run on Windows 8), then you need to purchase Lightroom Classic CC, that is what you want. The Photography Plan at $9.99 US Dollars per month is what you want, it includes Lightroom Classic CC. Yes, it also includes Lightroom CC (which you can't use with Windows 8), but you don't have to use it (and you can't use it anyway).

Lightroom CC requires Windows 10.

Adobe Photoshop Lightroom CC system requirements

Are you sure you aren't confusing the two very similarly named applications, Lightroom Classic CC (which does run on Windows 8) and Lightroom CC (which requires Windows 10)? Exactly which one did you purchase?

ohh ok i see it was int giving me the option to buy Lightroom Classic CC in creative cloud until i searched it on the web and it gave me the option to download Lightroom CC or Lightroom Classic CC so i installed the trail for Lightroom Classic CC and it popped out in my creative cloud and it gave me the option to buy it now but why does it cost more? Lightroom CC only 9.99$ /mo but it doesn't give you the option just to buy Lightroom Classic CC  by it self you have to buy the 19.99 /mo plan just to get Lightroom Classic CC?
