Let's start by knowing which 'Lightroom' or 'Photography' Plan you have with Adobe.
Which App are you asking about? Lightroom or Lightroom-Classic?
And then which Version Number?
The Creative Cloud Desktop App would not ask you to upgrade a 'Catalog'. It would allow you to upgrade an App (eg. Lightroom). Then the App might ask you to upgrade a 'Catalog'.
Please include the following in your question:
Adobe product and Version number.
A Screenshot of the info panel from MENU: Help/System Info...
Operating system and Version number
The full text of any Error Message(s)
What you were doing when the problem occurred

Hi Rob,
Thanks for your response.
I'm running a HP laptop with Windows 11 Pro Version 22H2 and using Lightroom Classic as below
On opening LIghtroom Classic i get this message
This issue started when I was required to do a catalog upgrade about a year ago.
I've now uninstalled and reinstalled all my Adobe products but on opening LRC I get the same message again.
Any help appreciated

Next time you get this dialog, click 'Cancel'. Then open your Pictures folder and look for the correct catalog. Open Lightroom Classic by double clicking this catalog file. Most likely you will need help to find your current catalog, because there may be quite a few of these upgraded copies. So post a screenshot of your Pictures folder and of the contents of any subfolder with the name 'Lightroom' in it.

Sounds like every month you open the same old (previous Lightroom Classic version) catalog by mistake. A copy of that old catalog is upgraded again, and you'll have to redo the work you did since then. Apart from the details Rob already asked you, please describe your workflow.

Yes, from one of your screen captures:
It looks like you were opening a very old catalog. Unless you intervene, when having to upgrade a catalog, LrC will apply a new name to the upgraded catalog. In your screen capture that is Lightroom Catalog-v13. Now if you upgraded from say LrC v12, I would think that the current catalog would have been more like Lightroom Catalog-v12 (I am simplifying that name, it could be more cumbersome with a lot of additional characters) BUT in your screen capture it is just Lightroom Catalog, almost like way way back to v1. Of course you could be renaming the catalog(s)
