Cleaning tool kept LR preferences. Why?

Because of some problems with LR and Photoship connecting with each other I used Adobe Creative Cloud Cleaner Tool and removed everything that popped up. When I reinstalled LR, it opened with all of my preferences in tact. Why is this? I thought the tool removed everything. Mac OS Sequoia and current version of LR.

Nope, the LrC preferences file survives uninstalls, reinstalls, updates, and upgrades. Very Odd. I think in the Adobe Creative Cloud Desktop when you go to uninstall PS, you can uninstall the PS preferences, but not when you uninstall LrC. I have no idea why Adobe decided to do that. And apparently this follows thru in the CC Cleanup Tool.
