The minimum specs are easy to find (hint, hint), but there is no point in getting computer that meets the minimum specs or even looking up what the minimum specs are. For LR, 8GB of memory is fine (but I don't know about PS or your other software). There is no need to have the photos on an SSD disk, photos can go on an ordinary hard disk. If you get a 1920x1080 monitor, then you can get a very low-end GPU and a middle of the road CPU; if you absolutely must get a 4K or larger monitor, then you need a high end GPU and a high-end CPU for Lightroom; and be aware that in that case brushing and spot healing will most likely be very slow.
