Copy and Paste Settings not working

I have copied and pasted from another image, and when I paste settings nothing happens. The image stays the same however it shows that the settings are pasted in the history. It is severly frustrating and needs to fixed. Is anyone else experiencing this? I have tried restarting the program and everything.

What did you select in the Copy Settings screen?

In my example above, I was only going for some healing (yes it would have been better to have a clean sensor filter, but..) And when I paste the settings in they show up. Now Healing is easy to see if it worked or them very, obvious, But what  were you going for?settings

Additional inquiry, I am not sure this matters, but tutorials (at least one) stater to accomplish this in the Develop Module. So were you in the Develop Module, or the Library module?

Incidentally one very old discussion mentioned having to be in grid mode, but I find that to be outdated info. And not what I have exeperianced. Mind youm what setting you are selectiong can have different issues.
