Crop tool confuses the width and Height aspect ratio.

One simple task that I can do in photoshop in a second has baffled my mind in Lightroom classic. 

I have a picture that was originally a square 1-to-1 ratio with high resolution. (like a 5 by 5 passport picture)

Now I want to make it 3*3.5 but what it does is in fact the reverse of what I want which is 3.5*3! It still shows the ratio is 3*3.5! Somehow it insists that the width should be greater than the height!

I tried to change and try this with export tools under image sizing and give it 300px to 350px ratio and it is still not working! 

Any insight will be appreciated.

So, with the Crop frame visible (Press [R] for the Crop Tool) -

Press keyboard [X] to toggle 'Landscape' <> 'Portrait' format.

Instead of pressing X, which bottom is doing this toggle?

"bottom"-??  Nothing is on the Tool bar to rotate crop overlay.

You can rotate the image by dragging with the curved cursor just outside the overlay corners.

And there is the Menu- (which aslso indicates the keyboard shortcut.)
