Develop module doesn't work

I imported my photos from the library and I have a folder for it in my hard drive. I also disabled the graphics processor and I still am not able to use the develop module. Please help thanks.

Do you have a Creative Cloud subscription? This sounds like maybe you don't, and so Lightroom Classic is running in 'Expired' mode. If you let a subscription expire, or use the trial version beyond the trial period, then Lightroom Classic switches to a mode where the Develop and Map modules are disabled.
