Develop settings do not show up, and both the copy and paste are grayed out.

I'm running Lightroom Classic 14.1.1 (currently the latest version) on a Mac with the latest OS, and I've been having recurring issues with the Develop settings. Every time I import new photos, the develop icon on the thumnail no longer appears, and the Copy/Paste develop settings option is grayed out completely.

Sometimes I can go back and see that the settings will still copy/paste on previous imports, sometimes not. And sometimes *certain* photos in the new import will allow me to copy or paste develop settings, but sometimes none of them work. I've restarted LR and reset preferences so many times I've lost count, and doing so does address the issue—but only temporarily. However, doing this every time I have new photos wastes a big chunk of my work time with every new edit session, which is getting extremely frustrating.

I've read every "fix" on this thread that I can find, but not one of them actually *fixes* the problem for good. It just pauses the problem for a bit until I import more photos. Then it's rinse and repeat. I never had this issue at all in any of the older versions (pre-13) of Lightroom, so it seems to be directly related to the recent updates. Help!

You say that resetting the preferences temporarily fixes it, so it seems this is related to corrupted preferences after all. Have to tried deleting the preferences rather than resetting them? Deleting the preferences is a more thorough way of resetting, and could make the difference in this case.
