When did you scan them?

Old as in old prints just now scanned, or old as in scanned years ago?

Both old pic and old scan, more than 15 years.

Go and scan just one photo, a new scan, any photo. then try to import

Maybe a long shot but some older scanners generated files that do no conform to the tif standard and Lightroom classic will not be able to edit those. Trick is to find them in finder/explorer, open them in photoshop and save them over the existing file from within photoshop. They should work in Lightroom after doing that. You shouldn't need to reimport after that. Just open and save the actual file outside of Lightroom.

You need to give more information. What happens when you try to open them in the develop module?
