Endless syncing and deleted photos reappearing

If my computer is online, even if LR is closed, it is downloading/syncing photos that I swear I deleted, sometimes years ago.   My disc is almost full.  All the time.  I spend hours deleting photos.   Yes, I use both CC and mobile.   I NEED both.  I can't take my desktop on vacation.   I turn off sync and it still happens/turns back on.   

 

These are photos that are stored on the cloud, and only the cloud.  They aren't local to my movile device.   How do I delete them from the cloud so that they don't keep popping back up?

We're sorry about the trouble with Lightroom. Would you mind sharing the version of Lightroom you're on? How are you deleting photos from the cloud? Did you also remove them from the deleted folder from lightroom web i.e https://lightroom.adobe.com/? Check the below screenshot for more info.

To remove photos from Lightroom Web, you can go to https://lightroom.adobe.com/ sign in with your Adobe ID then on the left hand side click on All Photos after that on the right you may select the photo and you will see a Trash icon on the top, click on that to delete images. please check the screenshot below.
