Error 213:11 while opening Standalone lightroom (ver 6.14) on Windows 11

Hello,

I have a standalone lightroom version 6.14 on my Windows 11 desktop. I am getting the following error while opening it

Configuration error

A problem has occurred with the licensing of this product. Restart your computer and re-launch the product.

If the problem still occurs after restarting,contact Customer Support for further assistance, and mention the error code shown at the bottom of this screen

Error:213:11

Any ideas on how to fix it ?
