I have Lightroom Classic CC. When I try to export RAW files that I have edited I find the "File Settings" section is missing from the export dialogue page. All the other sections are there. When I export I just finish up with copies of my unedited RAW files. What's wrong?
Is that section of the dialog collapsed? If so, current settings are noted at the right side and this section can be expanded again to change those settings, by clicking on the grey title bar.
Otherwise, when the special file type option "Original" is selected, you will see no other file saving options. Output shows unedited picture content. So, if you'd originally imported a camera JPG, or camera Raw, the result would be a simple duplicate of that untouched camera JPG / Raw - only, with Adobe d

Changing the export file type to JPG will show JPG saving options again (same thing for TIFF, PNG) and output will reflect your edits directly in its pixel content.
