Finding the DNG Profile Editor

Years ago I recall using the DNG Profile Editor to set a custom white balance--to import into Windows LR--for infrared cameras.  Now, with a new converted camera, I can't find the link to download the Editor.  The Converter--yes--but not the Editor.  

  The how-to articles on the subject are older too.  Has something changed?  Thanks
