Can someone tell me what GPUDeviceEnabled:false actually means ?

I have my GPU enabled as you can see

Correct answer Rikk Flohr_Photography

@johnrellis, this line is courtesy of the DLMS (Dynamic Link Media Server) package that Lightroom uses and is not directly related to the Lightroom GPU status.

From the engineer: "DLMS cannot use GPU Device to decode video frames on the device as it is launched as an external process by LrC"

I don't know what it means technically, but I can state with 100% confidence that it appears in the System Info output regardless of whether the GPU is properly working and available to LR.  Ignore it.
