Has lightroom changed appearance?

I loaded up my LR cc on my desktop which now looks totally different and appears to have linked itself to my mobile app, none of my desktop images are accessible. I have not used the app for a good few months but can access this version but it looks so different to the last version I remember. Do I need to download the classic version again or is it no longer available?

P.S., I can not prove this as I had a user error previous to an issue that occurred on my rig. This after updating to latest WIN OS (1903?) build. My LR Classic went missing. Registry error? User error? The Adobe Creative Cloud Desktop claimed it was installed, but my shortcuts were gone, double clicking on my catalog, nope.

    Had to uninstall, then install

I do not think this applies to a MAC. I suspect it is an isolated case.

You can thank Adobe marketing for your confusion.

At one time we had Lightroom CC. This was the desktop version, this was early subscription plan version.

Then Adobe came out with a cloud based program. They called it Lightroom CC

Great stress by established customers. What the heck, now I have to save to the cloud? And what a POS.

Ah, so sorry, in little print, desktop now called Lightroom Classic CC

Well, several interations later, and now the products are called

    Adobe Photoshop Lightroom

    Lightroom Classic

    current versions

    Adobe Lightroom v2.1

    Lightroom Classic v8.3.1

    You want Lightroom Classic v8.3.1

Now, I do not know what plan you acquired. But see this link for descriptions

Compare plans |Adobe Creative Cloud Photography plan

If you acquired a subscription to one of the Photography plans, then your in good shape. Bring up your Adobe Creative Cloud Desktop App, go to the apps tab, scroll down to the correct app and install

If you acquired the Lightroom plan, call Adobe to correct.

By the way the two programs have a simple difference in their icons. If you have start icons. for both. The desktop one is a rectangle, the cloud one has rounded corners.
