Horrible Lightroom Performance

I would love to toss LR into the trash because the last few iterations are disgustingly slow. I have tried the various tweaks and nothing helps. Currently running version 10.11 on a Windows 10 Pro 1909 machine with 64gb ram, M.2 SSD. Scratch Disc and LR catalog are on a M.2 with 100gb allocated to cache. LR freezes constantly and will give the not responding for up to 5 minutes or more even with small catalogs of only 60 images. I have come to absolutely hate LR and would switch in a minute if I can find something better. Adobe keeps adding more garbage without fixing speed. At my wit's end. GRRR... Adobe help is worthless so far. Not sure where to go from here.

Do the yes values mean that you have a WACOM tablet? If so, are the drivers up to date?

Yes, using Wacom and yes the drivers are updated. I have even tried unplugging the Wacom and just using the mouse.

So, not a 4K display, at least not set to 4K. Do you have the option in LrC to use the Graphics Processor turned on? If so, try with that off, Sub 4K probably does not get a performance boost, might actually get a performance hit.

This would only effect Develop Module.

You're not running the latest version. LR 10.2 contains significant performance improvements that fixed the performance issues of prior LR 10 releases for the vast majority of people.

Do the menu command Help > Updates.

Unfortunately, it is a machine specific problem. I'm using an old HP Pavilion desktop that can only accommodate 8 GB RAM. No graphics card. Initially had Windows 7 installed, but now running Windows 10 Home Premium. I have been using Lightroom since version 2, and performance, although not lightning quick, has been consistently comfortably responsive. Hopefully, someone here will have some ideas that might help you tweak your system so that it will be more responsive. Unfortunately, I don't have the expertise to make any suggestions.
