How to create preset folder in Lightroom 8.1

I'm confusing with Lightroom 8.1. I don't know how to create folder preset in Lightroom 8.1

    The issue is that a Preset group or folder cannot be empty.  If it is, Lightroom Classic CC 7.3.1 (and above) won't show it in the Preset panel.  You have to have a Preset already in the folder for Lightroom to display it.

    The workaround for this issue right now is to:

    1. Create a new preset by clicking the [ + ] on the Preset panel header and selecting Create Preset

    2. In the Group pulldown, scroll to the top and select New Group...

    3. Give your Group a name and click [Create]

    4. Allow the Preset to be saved by hitting the [Complete] button.

    You should now have a Preset Group available in the list.  You can drag and drop presets to rearrange as necessary.

    What if you have a lot of presets? You can't click on multiple presets, so you have to move each individual preset. That's insane.

    Currently, yes, that is the situation (within Lightroom). Adobe will probably update control of the Preset groups some time in the future, but until then we have the free Plugin "Fix Presets" kindly provided by John Ellis.

    If you arrange your .XMP presets in folders on the Hard-drive to suit you- then 'Fix Presets' can re-organize the Groups in the Preset panel to match-
