Lightroom Classic 9.4 runs on Windows 7 SP1 and is still available via the Adobe Cloud Desktop app (Other Versions) - until v.11 is released. Then the Cloud desktop app will only give you access to 10.x and 11.x. Get 9.4 while you can.

To answer the original request, there isn't such a thing as a version of Lightroom Classic for Windows 7.

I was of the belief that Lr-Classic v10 would work with Windows-7,  but I see that Adobe removed Win-7 from the System Requirements (as of 6 Sep 2021?)

https://helpx.adobe.com/lightroom-classic/system-requirements.html

This change was possibly prompted by Microsoft dropping support for Win-7, and Adobe now requiring TLS1.2 protocols for Activation security.

Adobe only  support the current, and one previous, versions of LrC (ie. two versions only). It is very likely that a v11 will be released about the time of Adobe Max. If so, only v11 and v10 of LrC will be available. So jump to v9 quickly if you need it!

Regards. My System: Windows-11, Lightroom-Classic 15.1.1, Photoshop 27.3.1, ACR 18.1.1, Lightroom 9.0, Lr-iOS 10.4.0, Bridge 16.0.2 .
