Imported presets wont show in presets folder

I am trying to import presets i bought into lightroom classic. I have the updated version of lightroom and my computer is updated. I havent used lightroom in a few months and had a few presets in it before. Now nothing is showing up after it told my to update my "catalog". I have done everything in the catalog settings, and have tried to manually drag them in to user presets, and settings. Not sure what is going on. 

It says cannot import because they are already imported, just not showing up at all. 

I am trying to import presets, and also action presets for exposure and such.
