Lightroom cannot apply preset after 7.3.1 update

After this update, whenever I click on a preset, the picture in edit remains the same, even though the preview window near the top left changes according to the preset. Further more, I can't adjust saturation, vibrance, and specific color saturations, the adjustment bar is black and disabled. Last thing, I cannot synchronise settings for the photos neither. What is going on??

Yes I did.

Now I have a new problem. I tried reinstalling Lightroom, but the account is not recognised as having the full version and I'm only presented with an option of downloading a trial version. What is going on?

Do you have a subscription to the Creative Cloud?

Then I am sorry, but you are not entitled to be using Lightroom Classic.

You can only install and run version 6.14 with your (perpetual) license.

Lightroom Classic is only available by subscription (monthly/annually) to the Creative Cloud Photography Plans.

Sorry that you're facing multiple issues with Lightroom Classic 7.3.1 version,

Could you please backup your Lightroom catalog as mentioned in this help article How to back up catalogs in Lightroom Classic CC and then restore the app preferences to default? Refer How to set Lightroom Classic CC preferences

That unfortunately didn't help. The catalog was successfully backup, however the problems remained.
