Lightroom CC Classic Publisher Error 12031

I am using Lightroom CC Classic with plug-ins from The Turning Gate (TTG).  Using TTG's Publisher plug-in (installed in Publisher Services), I get errors when trying to upload images to my web hosting server (cPanel on GoDaddy).  The error message that I get is

Error uploading rendition

Unable to complete the action

Headers ...   "networkConnectionLost" and "The connection with the server was reset" and "nativeCode => 12031"

After Lightroom completes the "Preparing to export..." dialog window,  I almost immediately get this error message and the images are not uploaded. 

TTG says that it is something with GoDaddy, and GoDaddy cannot see any errors when I try to upload to the server.  GoDaddy suggested that the number of channels or connections in the FTP process started within Lightroom might be exceeding their limit of 4.  I have no idea how to check that.

I am able to publish to Facebook using Publish Services with no issues.

Any help would be greatly appreciated.  I have been unable to see anything but the error message within the Lightroom directories.  I am running Windows 10.  The hosting server is running Linux.
