Lightroom Classic Crashes on Startup

Every time I try to ope Lightroom Classic it imediatly opens the dialog box to report an issue. 
The version is 11.4.1

The Platform is Windows 11

Here is the report log:

 

If anyone can help me, that would be great

Looks like your descrete GPU is turned off and your integrated video controller is turned on, not both on.

 

Is this a laptop? If so, ate you having a power supply issue? Perhaps on battery, and the battery low?

...and the Intel UHD Graphics driver is a year old.  So update it for good measure by going directly to Intel's web site:

Thank you for replying, I navigated to Users > [username] > AppData > Roaming > Adobe > Lightroom > Prefrences and it is empty - There are no files to change in that folder. I have also reset all my Lightroom prefrences as well and the issue has not been resolved

The first thing that you should try is to switch off the GPU support from the Lightroom preferences and check if that helps to fix the issue.

Go to Lightroom > Preferences > Performance tab > Uncheck "Use Graphics Processor" > Restart Lightroom.

Another step is to try to reset the Lightroom preferences.

I have re-installed Lightroom twice and have followed all the troubleshooting on Adobe (https://helpx.adobe.com/au/lightroom-classic/kb/lightroom-not-launching-after-splash-screen.html)
