Lightroom Classic doesn't import full folder of photos and is stuck importing halfway

I'm learning Lightroom and have run into an issue when importing a folder of raw files. I am trying to import a folder of 47 photos but Lightroom only imports 28 photos out of the 47 and the progress on the import bar gets stuck at just over halfway point (it just says it is still importing but it doesn't move, the software isn't frozen and I can still do other things). I have cancelled and tried again with the same result and have tried doing the same with the 'suspected duplicates' option turned off. I'm using Lightroom classic version 11.0.1 on Windows 10 version 10.0.19043.

A couple of thoughts:

 

  1. If you have a video(s) among these 47 photos, remove it and try again
  2. If the photos are on the camera card, use your operating system to move them to a hard disk, and try importing from there
  3. If the photos are on a network drive or external drive, make sure the connection to the drive is working properly and hasn't gone to sleep.

There are no videos and the photos are already on my laptop from the SD card. To add to the mystery I put them in a subfolder inside of an existing imported folder and this resulted in the bar to crawl slightly futher and get to 37 our of 47 images but still the same thing as before.
