This has been happening for over a couple of years now. While it isn't extremely critical for my regular use of LR; it still is irritating.
When I open the Creative Cloud Desktop, there is a cloud with an "!".
I click on the cloud and it opens a window that contains the following items.
1. my total "Cloud Storage" bar with the current amount used out of the total available.
2. File synciing (which works fine and is "up to date".
3. Red Triangle with "!" and error message "Libraries sync error", "Sorry, your libraries didn't sync", and a button to click on to run the "sync".
When I try to run the sync, it appears to be working until it gets to 85% at which point it crashes and re-posts the same error message.
How about some help resolving that long standing failure?

Sorry- not an answer, only a question-
What plan do you subscribe to? Your screen-clip indicates you have 100GB. Normally the Photography Plan only offers 20GB. Do you have a Student or Enterprise plan that may be limiting your sync.
