Thanks for this, looks like I'm not the only one experiencing this issue then. This is the exact same problem that I have.

1. And this  only occurs in the export dialog?Not in Develop module?

This is not part of the Develop module, only when I right click, then select Export. 

2. One additional oddity, should not their be some blue in that dialog screen? For example, the boxes checked, should they not be blue?

I've never had blue in this screen. Maybe it could be an issue with Windows 10, maybe causing an issue with Lightroom Classic. The drivers are all up to date as well. Do you have Lightroom Classic? Does the same thing happen with you, it would be good to know if it is just me.
